- Office of Continuous Improvement (OCI), Georgia Department of Juvenile Justice, Progress Report 2004: The OCI primary objective is to determine the level of performance and the quality of services provided in juvenile facilities using DJJ’s Standards of Excellence (SOE). In quality improvement terminology, the SOE are the “benchmarks” against which facility practices are assessed. The evaluation describes the strengths of the TYC educational program, the weaknesses of the program, and provides recommendations for education programming that will result in improved service and outcomes for all students at the TYC.
