About JJEEP Research

JJEEP’s research focuses upon the review, generation and collection of empirical data to inform its priorities and shape its processes. Because there is no clear guide or consensus in the field regarding best practices in juvenile justice education services, JJEEP continually strives to incorporate new research evidence into its quality assurance (QA) and system improvement processes, as well as use the results of research to formulate annual policy recommendations for the Florida Department of Education (FDOE).

Specific research initiatives include:

  • conducting literature reviews in the area of delinquency and education,
  • examining relationships of program and student characteristics with program performance results and student outcomes, and
  • conducting longitudinal research on the community reintegration of youth released from juvenile justice programs.

The following provides a description of primary data collected by JJEEP on juvenile justice detention, day treatment and residential education programs.

  • Quality Assurance Database – JJEEP conducts annual onsite evaluations of each juvenile justice education program in Florida. Results of these evaluations are stored in the quality assurance database. This database contains continuous years of juvenile justice education program information including quality assurance ratings, corrective action information, educational provider information, and descriptive program demographics such as size, location, program type, security level and contact information.
  • Educational Staff Database – This database contains multiple years of teacher certification data and is used for analyses on years of teaching experience, staff turnover, numbers of professionally certified teachers, and the types of courses offered in juvenile justice programs.

In addition, JJEEP has data sharing agreements with the following state agencies and annually requests the following data from these various state agencies.

  • Education Data – JJEEP uses data from the Department of Education Automated Student Information Database. Department of Education data includes student level information on demographics, attendance, ESE, end of year promotion and graduation status, entry-exit testing results, and course transcripts.
  • Employment Data – The Florida Employment and Training Placement Information Program (FETPIP) provides JJEEP with information on employment, earnings, adult education, enrollment in post secondary education, and military enlistment.
  • Arrest Data – Arrest history files are obtained from the Florida Department of Law Enforcement (FDLE). The data is individual level information, which includes delinquency histories, arrest, offense type and seriousness information.
